An Atlantic City man is headed to state prison following a series of incidents last year that included stealing a borrowed vehicle, fleeing from police, and multiple drug possession arrests.
Giovannie Belle, also known as Decourcey Belle, 37, was sentenced last Thursday to four years in state prison after pleading guilty in April to fourth-degree joyriding and two counts of third-degree possession of a controlled dangerous substance. He also received a sentence for violating his probation, with all sentences running concurrently.
Stolen Vehicle at Galloway Motel
Belle's legal troubles began on August 10, 2025, when Galloway Township Police Department officers responded to the Country View Inn and Suites regarding a stolen vehicle. According to the Atlantic County Prosecutor's Office, the victim told police he had allowed an unknown man to borrow his vehicle to go to the store, but the man never returned.
Officers quickly located the vehicle near the motel with Belle standing outside of it. He was taken into custody on the spot, marking the first of three separate incidents that would ultimately lead to his prison sentence.
Foot Chase Ends Near Atlantic City Motel
Later that month, New Jersey Transit Police Department officers spotted Belle on a bicycle near the Atlantic City Bus Terminal. When they attempted to stop him for questioning regarding an unrelated investigation, Belle fled on foot. Officers apprehended him following a pursuit that ended in the area of The Boards AC motel, where he was found in possession of fentanyl.
Third Arrest Following Shoplifting Call
Belle's third arrest came on December 10, 2025, when Atlantic City Police Department officers were dispatched to the Circle K store for a shoplifting call. After reviewing surveillance footage and obtaining a description of the suspect, officers identified Belle and located him a short distance from the store. Once again, he was found in possession of fentanyl.
The case represents another example of our community's ongoing struggle with fentanyl, a synthetic opioid that has devastated families across South Jersey. Belle's sentencing reflects the serious nature of repeat offenses and the judicial system's effort to address both property crimes and the drug crisis affecting our region.
