Deputy Delivers Baby After Routine Call Takes Dramatic Turn

A routine police response to a suspicious activity report in Rancho Cordova became an extraordinary emergency when Deputy Foster Tracy arrived to find a woman in active labor, ultimately delivering a newborn whose umbilical cord was wrapped around its neck.

The incident began as what Tracy described as a standard call. A woman had been spotted sitting between two bushes near a business in Rancho Cordova, prompting concerned shop owners to contact authorities.

"It was zero to a hundred really fast. It was one of those calls you go to, run-of-the-mill," Deputy Foster Tracy said. "This was definitely not something that I was prepared for at any part of the day."

Upon arrival, Tracy encountered a situation that rapidly escalated beyond the scope of a typical welfare check. The woman informed the deputy that she was giving birth, a revelation that initially caught Tracy off guard.

"'Excuse me?'" Tracy remembers saying, as it didn't really register, "'you're having a baby?'"

According to CBS News, the woman had been begging for help for hours before the deputies arrived. Recognizing the urgency of the situation, Tracy immediately called for medical backup while assessing the woman's condition. What he discovered left no time for waiting: the baby's head was already emerging.

Tracy dropped to his knees and began assisting with the delivery. When his partner arrived moments later, both deputies confronted a critical complication. The umbilical cord was wrapped around the baby's neck, a potentially fatal condition that required immediate action.

"I was concerned the baby was deceased because it was purple and blue," Tracy recalled, describing the infant's alarming appearance during those tense moments.

Despite the harrowing circumstances, the deputies' quick response proved successful. Their intervention resulted in the safe delivery of a healthy baby, and both mother and child were transported to the hospital to recover from the ordeal.

The deputies have been credited with a life-saving intervention and received praise from multiple parties, including the mother, the police chief, and the shop owners whose initial call inadvertently set the rescue in motion. What began as a report of suspicious activity ultimately became a story of community vigilance and swift emergency response converging to save two lives.
