Our community is about to see a dramatic transformation at one of Atlantic City's most important affordable housing complexes. WinnDevelopment has launched a comprehensive $33 million renovation of Garden Court Apartments, a 177-unit, 20-building community that has been home to much of our city's workforce since 1985.

The Boston-based development arm of WinnCos. recently acquired the property and is now embarking on improvements that will touch every corner of the complex—while ensuring it remains affordable for working families for decades to come.

Preserving Affordability for 45 Years

What makes this project particularly significant for our community is the commitment to long-term affordability. WinnCos. secured Low-Income Housing Tax Credit equity through the New Jersey Housing and Mortgage Financing Agency, with Boston Financial Management purchasing the tax credits. This financial structure will keep all units rent-capped for renters earning no more than 80 percent of area median income for the next 45 years.

For Atlantic City's working families—the casino workers, hospitality staff, retail employees, and service professionals who keep our city running—this means stable, affordable housing will remain available well into the 2070s.

Comprehensive Upgrades Inside and Out

The renovation scope is extensive, addressing both immediate quality-of-life improvements and long-term infrastructure needs. Every single apartment will receive upgraded kitchens, bathrooms and flooring, giving residents modern, comfortable living spaces. All buildings will get new windows, siding, balconies and roofs—critical updates for structures that have weathered four decades of coastal conditions.

Energy efficiency is a major focus of the project. New HVAC systems and electrical panels will be installed throughout the complex, which should translate to lower utility costs for residents and reduced environmental impact for our community.

Security enhancements are also part of the plan, though specific details weren't disclosed. These improvements will help ensure Garden Court remains a safe place for families to call home.

Building Community Spaces

Beyond individual apartments, the project recognizes that a housing community is more than just four walls. Interior improvements include a new community room where residents can gather, upgraded laundry facilities, and refreshed common spaces with new finishes and lighting.

Outdoor areas will see equally thoughtful attention. Improved walkways, new landscaping, and enhanced site lighting will make the complex more welcoming and accessible. Timeline and Impact

The renovation is scheduled for completion in fall 2027, meaning residents can expect about 18 months of construction activity. While renovations can be disruptive, the end result will be a thoroughly modernized community that preserves its essential role in Atlantic City's affordable housing landscape.
