An Atlantic City resident has accepted responsibility for a series of crimes that unfolded across several years at two of our city's major casino properties and beyond, according to the Atlantic County Prosecutor's Office.
Jack Ruth, also known as Eugene Bolan, 54, entered a guilty plea on Monday, May 11, to charges including burglary, theft, possession with intent to distribute CDS, and simple assault. The plea agreement calls for Ruth to serve three years in New Jersey State Prison.
The charges paint a troubling picture of criminal activity that targeted both visitors and residents. Prosecutors say Ruth stole a running vehicle from the valet area at Caesars Hotel and Casino on Aug. 29, 2022. Just months later, on Dec. 28, 2022, he allegedly burglarized another vehicle at Harrah's Hotel and Casino.
These casino-related incidents represent a breach of trust in spaces where thousands of visitors come to enjoy entertainment and hospitality. The thefts underscore ongoing security challenges facing our resort community.
The case took another turn when Atlantic City police executed a search warrant at Ruth's home on Dec. 3, 2025. Officers discovered methamphetamine, digital scales, and other drug paraphernalia, leading to the drug distribution charges.
Most recently, Ruth faced charges stemming from a domestic violence incident in March 2026. A woman reported that he slapped her in the face twice during a verbal altercation, according to prosecutors.
The case demonstrates the persistence of local law enforcement in building cases against repeat offenders. From the initial casino thefts in 2022 through the drug raid in late 2025 and the domestic violence incident earlier this year, investigators connected multiple incidents to build a comprehensive prosecution.
Ruth is scheduled to be sentenced on June 18. The three-year prison term represents a significant consequence for crimes that affected both our tourism industry and community safety.
